You mentioned that there are about 85 seats available for MPA students. Does this number include only MPA2 students or does it also include the joint-degree students (for example, students from HBS MBA)?

How relevant are GRE & TOEFL scores for a course like the MPA in which all students already have a Masters and have taken statistics & quantitative classes?
